Gender Equality in Education Decision-Making in Rwanda
Rwanda has made significant strides in promoting gender equality, particularly in political representation. However, challenges remain in ensuring women's meaningful participation in education decision-making at all levels.
Our research, conducted in partnership with Pro-Femmes Twese Hamwe and COCAFEM Grands Lacs, examined the current state of women's participation in education governance from local school committees to national policy bodies.
Key findings include:
Progress Made: - Increased representation of women on school management committees - More women in leadership positions in the education sector - Stronger policy frameworks supporting gender equality
Remaining Challenges: - Cultural barriers that limit women's voice in decision-making - Capacity gaps that affect women's effective participation - Insufficient support systems for women leaders
Recommendations: 1. Targeted capacity building for women in education leadership 2. Mentorship programs connecting experienced and emerging women leaders 3. Policy reforms to ensure meaningful participation beyond quotas 4. Community sensitization on the value of women's leadership
The path to gender equality in education requires sustained effort from all stakeholders – government, civil society, development partners, and communities themselves.
